The section of a government proposal that describes how the contractor will perform the work, demonstrating understanding of requirements and a sound technical approach.

The technical volume is the core of most government proposals. It is where contractors explain their understanding of the requirement, describe their methodology for performing the work, and demonstrate why their approach is superior to what competitors will offer. In most best-value competitions, the technical volume carries the highest evaluation weight.

What the Technical Volume Must Accomplish

A strong technical volume demonstrates three things. First, it shows the contractor understands what the government needs, often by restating requirements in the contractor's own words before addressing them. Second, it presents a credible, detailed methodology for meeting those requirements. Third, it differentiates the contractor's approach from what an evaluator would expect from any generic competitor.

Structure

Most technical volumes are organized around the evaluation factors and subfactors in Section M and the requirements in Section L. Each major factor should have a dedicated section that opens with the key win theme for that factor, presents the technical approach with supporting evidence, and closes by connecting the approach back to the customer's stated outcome.

Common Technical Volume Sections

Typical sections include technical approach and methodology, staffing and key personnel qualifications, management and quality control approach, transition plan, past performance on relevant contracts, and risk mitigation. The exact structure depends on the solicitation's Section L instructions.

The Role of Specificity

Vague technical volumes are the most common cause of proposals receiving Acceptable rather than Outstanding ratings. Evaluators reward specific, verifiable claims over general statements of intent. Quantified past performance results, named tools and processes, and clear explanations of how your specific approach addresses the customer's specific challenge are the building blocks of a high-scoring technical response.
