Find SBIR, STTR, and OTA Opportunities in One Search, and Profile Any Competitor with Company Intel

ProposalApp search now covers DoD SBIR and STTR topics, DIU Commercial Solutions Openings, and MTEC OTA solicitations alongside SAM.gov, and the new Company Intel page builds a federal award profile for any company in seconds.

Two of the fastest ways into federal work for a technology company, SBIR and STTR topics and Other Transaction opportunities, have always lived outside the place most contractors search. SBIR topics are published on agency portals. Many OTA calls go out through consortium websites and the Defense Innovation Unit and never reach SAM.gov at all. If your opportunity search only covers SAM.gov, you are not seeing them.

Starting this week, ProposalApp searches them for you. We have also added Company Intel, a new page that turns any company name into a federal award profile, so you can size up the firms you will compete against or team with before you commit proposal hours.

SBIR and STTR Topics in Search

Open and pre-release Department of Defense SBIR and STTR topics from the DoD SBIR/STTR Innovation Portal are now added to ProposalApp search every day. Each one arrives with its topic number, component, open and close dates, objective, description, Phase I, II, and III expectations, keywords, and technical point of contact where the portal publishes one.

Titles start with "SBIR:" or "STTR:", so a search for "SBIR" lists them together, and a plain language description of your technology surfaces the relevant topics next to matching SAM.gov notices. Topics that close or are withdrawn drop out of search automatically, and topics stay searchable for as long as they are open, not just in the weeks after they were first posted.

The timing matters. The Small Business Innovation and Economic Security Act of 2026, signed April 13, 2026, reauthorized SBIR and STTR through September 30, 2031 after a six month lapse. DoD now releases topics on a rolling basis, which makes a daily feed more useful than a quarterly check of the portal.

OTA Opportunities That Never Reach SAM.gov

Other Transaction agreements are not subject to the Federal Acquisition Regulation, and agencies are not required to post them on SAM.gov the way they post FAR solicitations. Two important channels are now in ProposalApp search:

- Defense Innovation Unit Commercial Solutions Openings. DIU posts problem statements and accepts short solution briefs. Successful solutions are typically awarded as prototype Other Transaction agreements under 10 U.S.C. 4022.
- Medical Technology Enterprise Consortium (MTEC) solicitations. MTEC is an OTA consortium managed by Advanced Technology International for the U.S. Army Medical Research and Development Command. Its requests for project proposals and project information now appear as soon as they are open.

These titles start with "OTA:", so searching "OTA" lists every one of them. OTA related notices that agencies do post on SAM.gov still appear as before, so one search covers both. More consortia will follow.

One practical note: consortium solicitation packages are often available only to members. ProposalApp shows you the opportunity, its sponsor, dates, and published purpose and scope. If you are a member, download the full package from the consortium portal and upload it to your proposal.

From Topic to Draft

SBIR, STTR, and OTA opportunities work the same way as any other opportunity in ProposalApp. Save one to your pipeline and the full topic or solicitation text is stored with it, so proposal drafting, bid and no-bid analysis, and the proposal chat all work from the complete requirement rather than a short summary. Upload the full solicitation package as an opportunity document and your capability statement and past performance as company documents, and the draft is built from all of it.

That matters most for OTA responses, which are often a two page white paper, a quad chart, or a short solution brief rather than a full proposal. A tight response aligned to the stated problem is exactly what the drafting tools are built to produce.

Company Intel: Know Who You Are Up Against

Search any company name on the new Company Intel page and ProposalApp builds its federal prime contract profile from USAspending.gov data:

- Obligations and award count in a 1, 3, or 5 year window, by fiscal year.
- Top agencies, so you can see which buyers a company owns.
- NAICS and PSC breakdowns, which show what it actually sells rather than what it claims.
- The largest contracts, with per contract detail from the Federal Procurement Data System.
- Matched entities, because large companies win under several names and UEIs.

The profile counts prime contract awards only: BPA calls, purchase orders, delivery and task orders, and definitive contracts. Indefinite delivery vehicles are excluded, since a vehicle ceiling is not money won. Subcontracts are not counted, so a firm that works only as a subcontractor legitimately shows little here.

A built in assistant reads the profile with you. Ask it to summarize what the company wins and how, judge whether it is a competitor or a teaming target for your capabilities, identify its strongest agency relationships, or draft a teaming inquiry that references its recent work.
